Radeon VII is a 300W TDP card, and that cooler is rated for 360W. I think Radeon VII overclocked can easily jump 200W extra, over the 300 it does stock. Also you need high static pressure fans, especially with everything being so tight. Don't bet on silent ones doing the job. It seems about right to have those higher temps.

Conclusion #1: The Radeon VII is (on average) +30.4% faster than the Radeon RX Vega 64 (little bit better as AMD's own benchmarks). Conclusion #2 : The Radeon VII is (on average) not perfectly on the same performance as the GeForce RTX 2080, but it's near enough.

AMD shows the Instinct PCB on their website and you can see that the VRM layout is different and that there is a connector for a bridge that isn't there on the Radeon VII.
